This was famously done by BBC journalist John Simpson in 2001 who despite being over 6 feet tall smuggled himself into Taliban-controlled Afghanistan by wearing a burqa.

Ehud Barak, while commanding Israel's most elite commanding unit, famously dressed up as a woman while infiltrating Beirut to kill some high ranking PLO/Black September leaders - this was back in '73. It's a fairly common tactic in parts of the world where women wear more concealing clothing - easy to conceal weapons, appear nonthreatening, and disguise features. Barak and his unit apparently got in a firefight with Lebanese security forces outside the buildings where the targets were located; I would imagine that the Lebanese may have been startled.
