Factors might be included but not limited to:
* when it's targeted at a particular group or groups, be they defined by ethnicity, sexuality, or creed etc
* when that group is the target of rhetoric from the state (or proxies) designed to make them targets of resentment or fear in the eyes of the rest of the population
* progressive escalation in severity or impunity of the governments actions
