OSU did, and this was back in the late 90's when I first started there. Since I was an international student who had an SSN, I was asked if I wanted to use my SSN as my student ID or not, and I chose not to use it, for the reason Fuzzy mentioned. Oh, and just FYI, an SSN is not proof of immigration status in this country. Anyone living here can apply for and get one.
As for in-state tuition rates - showing that my folks were legal permanent residents of Ohio (and I was their dependent) was all that was required... if her folks had been living in the state since she was 11 (legal or not), I'm sure she was able to find some old mortgage/lease papers to prove in-state residency.

A Kennesaw State University student who is in the country illegally, will turn herself in to police according to her attorney. Jessica Colotl is wanted for making a false statement to Cobb County Sheriff Deputies.
Attorney Chris Taylor said "Jessica is innocent of all charges" in a statement released Thursday. "It is truly sad that the authorities in Cobb have failed to use their common sense in dealing with Jessica's case," Taylor said.
The Cobb County Sheriff's office says the 21-year-old lied to them about her address when she was arrested in late March for driving without a license and impeding the flow of traffic.
"When originally processed into the Cobb County Detention Facility on March 30, 2010, Ms. Colotl knowingly filled out and completed the official Cobb County Sheriff's Office Immigration information with a false statement," Sheriff Neil Warren said in a press release, adding that Colotl stated that she lived on Preston Drive in Duluth. "She has never lived at this address."
Colotl and her family came to the United States from Mexico when she was 11 years old, but she told 11 Alive News in an exclusive interview that years passed before she realized they'd immigrated illegally.
She graduated from a Metro Atlanta high school and is just credits away from graduating at KSU.
"It is sad that Ms. Colotl's parents chose to enter the United States illegally and ultimately put her in this position," Sheriff Warren said. "However, Ms. Colotl knew that she was in the United States without authority to be here and voluntarily chose to operate a vehicle without a driver's license; which is a violation of Georgia law. She has further complicated her situation with her blatant disregard for Georgia Law by giving false information."
Providing a false statement to police is a felony.
Colotl had already spent 35 days behind bars following her arrest because she was in the country illegally. She was released with a one year deferral from deportation.
Colotl's immigration attorney said he foresees no complications in her posting bond and being released from jail to fight the charges. "There should be no immigration hold placed upon her, because she has violated no immigration rules that impact the status given to her by the Department of Homeland Security," said Charles Kuck.
Jerry Gonzalez of the Georgia Association of Elected Officials (GALEO) said the Sheriff is overstepping his bounds. "The sheriff is really abusing his power and is being very vindictive in this case," he said.
Sheriff Warren said "Well, I'm sorry, but the law is the law."
Kuck said Colotl will turn herself in Friday morning. Her attorneys and representatives of several Latino organizations will hold a news conference at 2PM Friday.

Yeah, but SS # is used frequently, practically as a national ID. (I didn't know anyone living here could apply and get one.) Just in the last week I made some phone transactions and was reminded how many places have my SSN on record. The pharmacy, electric and gas companies, credit card, and of course my mortgage lender. They asked for last four digits to confirm identity.
It illustrates how fragmented and piece-meal proving identity is, varying by locality and state.....how the hell would one prove citizenship in this mess anyway? I guess that's my point.

It's hard for those from outside of the US to imagine, but there are many places in the US where it is very difficult to live in anything but abject poverty without a car. Cities have transit, but not rural areas. And somebody from, oh, say, England, can not understand a) how rural the rural US can be, and b) how non-existent transit is there. Or even in semi-rural places. Or suburbs. Or exurbs. Or small cities. Hell, transit blows almost everyplace other than major cities. Major non-western cities. Except those western cities with lots of hippies: they have transit.
My anecdotal evidence: my German relatives are astonished whenever they come here. Both by the fact that we drive everywhere, and the fact that the country goes on endlessly with virtually nothing there but farms (east/midwest) or desolation (west).
Anyway, the point is that it's hard for somebody outside of the US to understand how car-centric our culture is. Not saying that this young woman couldn't have found a way. I don't know her circumstances.

I looked up her university. It's not out in the boonies, but about 20 miles from Atlanta and very close to the interstate. They even have a student car-pooling thingie, in addition to MARTA. So, even if she lived off campus, there's really no excuse for her driving without a license.
That has nothing to do with illegal immigrants, but using available transportation if you can't/won't drive a car. It's true that most of our ex-urbs are designed around using cars, and many times public transit sucks. But not in this case.
The "student carpooling thing" is to save parking, not for convenience. You don't carpool with your mates to the grocery store, you pick one person who you are friends with and sign up for carpool so you have some hope of a parking spot near your building. And most people who use the "carpool" expect people to drive to a central location, and then just take one car to campus.
There is no Marta out here. There is the Cobb Community Transit, that doesn't actually go to most residential areas - and if you had seen the video of the interview with her in her home she is not living in a slum. It is not particularly useful, for anyone.

Hey, no need to be cranky.I was curious if it was a "commuter" school, or built out in the boondocks. Only as a transportation network and how Atlanta is laid out. If they don't have good public transit, no wonder they have parking problems. Just sayin'....
There are 20k+ students, and I think around 3k spots for people to live on campus. It is very much a commuter school, although they like to pretend it is residential now.
There is a major parking problem, compounded by their building the apartments that can house very few students where there used to be parking lots - the sensible thing to do would have been to build another parking deck where the student housing is - and, because they also own huge quantities of land between Frey Road and the interstate build their dorm/apartment buildings over there, with walkways over Frey Road to the campus (you said you looked it up).
If she actually lived on campus she could probably get by without a car. Living anywhere else, though. And I also don't know that she lives in Cobb County - I don't think most of the others in the vicinity even have a bus system as "good" as the Cobb County one.

If you have no licence then simply driving without one is not a good solution, ensuring you don't need to is. Whether that's going to a public transport town, living on campus or whatever. Breaking the law in such a manner is just unacceptable.
