It their engine that's so shitty it doesn't properly differentiate between free space and solid objects close up, causing your bullet to hit the rocks the barrel is resting on top of. In other words, the barrel of your gun passes through the solid space occupied by the rocks, but your bullet does not. Yippie, shitty code!
(Every other FPS I've played since about 1995has fixed this issue, as not to make their code look like it was done by rank amateurs.)

No, it did on occasion appear to show a straight line between your gun and target only to have the bullets hit some bullshit in the way.
Worse is when you do it in VATS mode and you have to waste an entire clip on some funking rocks before dropping out and (usually) having yourself raped by the 300 things that can now see you.

Not once have I ever encountered anything like that. The game may have a few glitches but works perfectly fine for me.
