Tri-state area is common, yeah. Depends on the region, though. We also have "Quad cities", and "The Region", but only midwesterners might know those terms. My tri-state is PA, Maryland and Virginia, but sometimes it's PA, Maryland and Delaware. Or PA, NJ and some other state, even West Virginia, they don't have to be contiguous. Depends on which part of PA you live in, and what states are borders.
It's not a secret, at least as far as I know. Back before the e-commerce bubble burst and the telco's went bankrupt, practically every big name domestic tech company had a large corporate complex here, employing thousands or even tens of thousands of workers (Worldcomm, Compuserve, IBM, and maybe one or two more I've forgotten were all in the 10k+ employee club around here). And once that bubble burst, every other company in the region realized that there were scores of unemployed techies in the city, and they could get a great deal on techie labor and bargain basement prices on shiny, slightly used datacenters if they wanted to. (And the companies that didn't go under still have a big corporate presence out here - we still have a massive IBM presence here, for example: lots of jobs and billions of dollars in infrastructure that won't be going away any time soon.)
